My PC won't turn on

Problem
My Pc won't power up.  The CPU Fan and Power supply will slightly spin.

Things I tried.

• Clean it my PC remove all dust.
• Check the cables
• Check power supply.
• Check PC Parts.
• Check the AVR if still functioning. 

Some of the problems I detected while doing these procedure.

• Burned cable
• Broken AVR
• Broken power supply
• Broken motherboard
